Rystrom was appointed by Gov. Arnolf Schwarzenegger to the five-member PERB board in August 2007. She becamee chair in February 2009. The board enforceds collective bargaining laws that cover more than 2 millionCalifornia public-sector employees. She started in 1977 as judicial clerk in the California Courtof Appeal.
